Main Functions and Activities of Karnataka Coastal Zone Management Authority.
 
1) To Issue of CRZ Clearances to the permissible activities in accordance with the approved CZMP and in compliance with the CRZ Notification 2011.
 
2) To make recommendations to National Coastal Zone Management Authority, for the projects coming under the purview of NCZMA , as per the para 4(ii) of the  CRZ Notification, 2011.
 
3) To make recommendation to the Ministry of Environment, Forest and Climate change or State Environment Impact Assessment Authority as the case may be for the projects attracting EIA Notification 2006.
 
4) To issue directions under section 5 of Environment (Protection) Act 1986 and filing case as per section 19 of Environment Protection Act 1986 in case of violation of the provisions of CRZ Notification 2011.
 
5) To deal with environmental issues relating to Coastal Regulation Zone, which may be referred to it by the State of Karnataka, the National Coastal Zone Management Authority or the Central Government.
 
6) To identify ecologically sensitive areas in the Coastal Regulation Zone and formulate area specific management plans for such identified areas and submitting to the National Coastal Zone Management Authority for examination and approval.
 
7) To identify coastal areas highly vulnerable to erosion or degradation and formulate area specific management plans for such identified areas and submitting to the National Coastal Zone Management Authority for examination and approval.
 
8) To prepare and submit Coastal Regulation Zone maps of the coastal areas in the state as per the procedure laid down in the notification of the Government of India in the Ministry of Environment and Forests number S.O 19(E), dated the 6th January 2011, to the National Coastal Zone Management Authority and the Ministry of Environment, Forest and Climate Change.
 
9) To ensure compliance of all specific conditions laid down in the approved Coastal Zone Management Plan for the State of Karnataka.
 
10) To Examine the proposals for changes or modifications in classification of Coastal Regulation Zone areas and in the Coastal Zone Management Plan (CZMP) received from the Karnataka State and Making specific recommendations to the National Coastal Zone Management Authority.
 
 
Procedure for clearances of permissible activities by Karnataka State Coastal Zone Management Authority (KSCZMA).
 
1) The project proponents shall apply in Form-I (Annexure-IV of the Notification) along with the documents mentioned in the check-list seeking prior clearance under CRZ Notification 2011 to the Regional Directors(Environment) of the concerned districts.
 
2) The proponents have to pay the prescribed fees ​as per the Government order.
 
3) After scrutiny of the applications along with documents as per the check list and site inspection by the Regional Directors(Environment), the proposal will be placed before the District Coastal Zone Management Committee  of the concerned district.
 
4) District Coastal Zone Management Committee will examine the proposal and submit its recommendations to the KSCZMA.
 
5) The Coastal Zone Management Authority will examine the above documents in accordance with the approved CZMP and in compliance with CRZ Notification 2011 and issue CRZ clearance based on the recommendation of the District Coastal Zone Management Committee.
 
6) In case of the following, the KSCZMA will make recommendations within a period of 60 days from the date of receipt of complete application:
 
a) To the MoEF & CC or State Environmental  Impact Assessment Authority (hereinafter referred to as the SEIAA) as the case may be for the project attracting EIA notification 2006.
 
b) To the MoEF & CC for the projects not covered in the EIA notification, 2006 but attracting para 4(ii) of the CRZ Notification 2011.
